Nergal's reply is right on. But the article doesn't really supply the context. With the recent strong revival of Anti-Semitism and skinhead movements in Poland, Polish governments are really concerned about violence that they perceive could be incited at certain concerts. So whereas some officials are making uninformed decisions, they are doing it with the protection of human rights in mind (although they clearly violate other important ones at the same time).
