What I don't understand is how they'd arrest him over a belt in which the bullets are supposedly not live.
Plus I doubt he even had a gun to put those bullets in.......providing they were functional bullets.
You'd think the officials might have checked the contents of the bullets to see if all the gunpowder had been emptied out?

They freak out at the mere IMAGE of a rifle cartridge, much like the ones found on a bullet belt.
