I tell you part of the problem:
"Someone" chopped funding to bring the levees up to spec so he could have a war; "Someone" has spent all of our resources for his war; "Someone" has committed all of our military/guard troops outside of the nation - leaving us wide open.
This is unreal, I bet Canada or Mexico could invade right now and it'd be over in a few days, and GW would be saying "everyone has to sacrifice some... we're gonna help the people that need help... I'm going to fly over the area and get together with my advisors" etc. etc...
On the other hand, I'm not surprised at all. What it comes down to is the nation has been bankrupted, and our government has leeched the strength of our nation away. There's probably a few dozen other potential disasters lying in wait around the country...

Louisiana knew the this was going to happen for years. They knew the levees needed work. This is Louisiana problem and it's all the local governments fault. I also notice how the gov. and the mayor were bitching about not having the feds there yet, but didn't bother to even give so much as a thank you to all the charities, churches, the Red Cross, the salvation Army, and private citizens for thier efforts. You're right, I'm sorry, the President had no power to do anything in preparation for this disaster, and had utterly no idea that a category 5 hurricane headed towards New Orleans would be a Very Big Deal. Heck, how would he have known that taking money away from a public works project in New Orleans might cause a problem... and after all, we didn't know for absolutely positively certain having the Corps of Engineers shore up the known weak spots in the levee would do any good... or that it might be handy to have maybe 10,000 Guard there to maintain the peace and help out in case something bad does happen... after all, we didn't *really* know for 100% sure that a REALLY BIG HURRICANE WOULD WIPE OUT NEW ORLEANS.
Nope, nobody would have predicted that, and it was beyond the scope of anyone's power in the U.S. to prepare New Orleans in such a way. Really, when it comes down to it, I'm sorry the poor man's vacation was bothered with such a thing. Poor GW, he's really the loser in all of this, he couldn't have foreseen any of this and couldn't have done anything about it anyhow.... How silly of me to suggest otherwise!

Yeah and the levees are maintained by the Army Corp of Engineers a federal agency.
