I was thinking it looked like Rodney Matthews, but it is clearly signed by Bob Eggleton, and is consistent with his work.

Wow, he's a pretty legendary book-cover artist, mostly fantasy stuff. He's been an artist guest at Dragon*Con more than twice. (He's no Michael Whelan, but he is really good.)
