Do the admins have access to plugins? Because I'm sure there are some phpbb plugins that would help prevent spammers in the future

What kind of plugins are out there? I'm thinking of changing the registration verification questions but not sure if that'll be enough.

Well first you'd probably have to upgrade the board to a newer version of phpbb (at least from the footer it looks like this is a verrry old version) then you can use something like this: http://www.phpbb.com/customise/db/mod/a ... block_mod/
