That's the beauty of it -- they never said. They kept alluding to his 20 or 25 "years of service to the department" without ever actually saying what he did or what his qualifications are. Occasionally they would show him teaching some martial arts, so maybe that's what he did. Eventually someone saw the marketing potential and started sending him out on busts, but he never really did anything important or dangerous.
